MLS operates under a salary budget system that caps how much teams can spend on player salaries each season. The salary budget has increased significantly over the years, rising from $4.9 million in 2022 to $5.21 million in 2023, and continuing to grow annually. This budget includes all player compensation including base salary, bonuses, and benefits.
Teams can exceed the salary budget through specific roster mechanisms like Designated Players (DPs), General Allocation Money (GAM), and Targeted Allocation Money (TAM). Designated Players allow teams to sign up to three players whose salaries only count $651,250 against the salary budget regardless of their actual compensation. GAM and TAM provide additional funds that teams can use to buy down player salaries or acquire new talent.
The salary budget system is designed to maintain competitive balance across MLS while allowing flexibility for teams to invest in star players. Teams must comply with these rules when constructing their rosters, and violations can result in fines or other penalties from the league office.
